Tom Devine lecture Lowland Clearnces

On a visit to New Zealand professor Tom Devine gives a lecture on the Lowland Clearances. There is a mention of the Galloway Levellers about 35 minutes in.

I couldn't understand a particular word he's saying - is it baltoon perhaps, or baltoun - in the context of shared-ownership crofts and single ownership crofts.
I've lost the details of where it was, but maybe about a third of the way through.
